The Master’s Program in Human Rights [LLM (HR)] was established in 1999 in response to the growing demand for human rights knowledge in the Asia-Pacific region. The Program focuses on human rights issues of global concern, including in the Asia-Pacific region, and aims to foster an active learning environment through the Master of Human Rights.

Details of the Master’s Degree in Human Rights
The diverse range of courses enables students to 1) understand the international human rights legal framework, 2) reflect on key human rights challenges from a global, regional and national perspective, and 3) apply their knowledge to advocate. for real change. The Master of Human Rights curriculum covers human rights legislation, but draws on other disciplines such as history, politics, philosophy and sociology to ensure that legislation is understood in its context. It also has a clinical option so students can apply what they learn in practice.
Faculty members include renowned subject matter experts from around the world, including eminent academics, judges, United Nations (UN) human rights mandate holders, and heads of non-governmental organizations.
We attract students from a wide range of backgrounds, including lawyers, judges, staff of national human rights institutions and NGOs, journalists, doctors, academics, government officials and many others. This diversity has enriched the learning experience and contributed to creating a vibrant international alumni network.
Scholarships
The Faculty of Law of the University of Hong Kong is pleased to offer the following scholarship opportunities to outstanding full-time and part-time students:
- Pam Baker Scholarships in Human Rights – for local applicants
- Wong Family Scholarships – for applicants from jurisdictions outside Hong Kong, especially within the Asian region
Full or partial scholarships will be awarded to a limited number of qualified students enrolled in the Master’s Program in Human Rights [LLM (HR)]. In years in which candidates are deemed not to have sufficient merit, no scholarship will be awarded.

Requirements to enter the program
Applicants for the Master’s Degree in Human Rights must:
1. Comply with the General Regulations and the Regulations for Taught Postgraduate Curricula
2. Have a Bachelor of Laws degree with at least second place honors in the class or an equivalent qualification accepted by the University for this purpose; either
3. Have a degree in a discipline other than Law with at least second place honors in the class, accepted by the University for this purpose and have at least two years of relevant experience and professional qualifications; either
4. Have obtained the Common Professional Examination of England and Wales or the Common Professional Examination Certificate of this University, provided that in either case you must have a degree, which has also been obtained with at least second place honors in the class or a degree of equivalent level from this University or another comparable institution accepted for this purpose; and
If appropriate:
5. For a candidate seeking admission on the basis of a qualification from a comparable university or institution outside Hong Kong whose language of teaching and/or examination is other than English, he or she will be required to meet the English language requirement of the faculty with one of the following recognized English tests:
- Test of English as a Foreign Language (TOEFL): a score of 593 or higher (paper-based test) or 97 or higher (Internet-based test); either
- International English Language Testing System (IELTS): An overall score of 7 or higher, with no subtests below 6.5.
In each case, for admission purposes, the test score report is considered valid for two years from the application deadline.
Subject to satisfying the above entry requirements, applications are considered based on the applicant’s previous academic record, relevant experiences, references, personal statements and other information validly provided in submitting an application, and in light of applications received from others applicants and taking into account the program fee.
Grades:
- In view of the large number of applications, applicants are strongly encouraged to apply early.
- Accreditation documents must be submitted within three weeks from the date of the application.
- If it is expected that, despite the efforts made, not all the documented requirements can be met, it is recommended to submit the application together with a note explaining the situation and indicating when the pending documents will be regularized. .
- Failure to complete documentation may delay evaluation of the application. The application will not be reviewed or processed until it is complete.
